EU Civil Preparedness Mechanism (UCPM)

Norway is a member of the EU's Union Civil Protection Mechanism (UCPM), which is administered by the European Commission (DG ECHO) and is a collaboration between the 27 EU countries and ten participating countries outside the EU: Norway, Iceland, Serbia, Montenegro, North Macedonia, Bosnia and Herzegovina, Albania, Turkey, Moldova and Ukraine.

The mechanism aims to strengthen societal security and emergency preparedness in Europe, and includes a common European safety net where the countries in Europe cooperate and help each other when crises arise.

The EU's civil preparedness mechanism consists of several elements:
