International crisis support

On behalf of both the Ministry of Justice and Public Security and the Ministry of Foreign Affairs, the DSB manages the national contact points in relation to the emergency preparedness arrangements in the EU, the UN and the civil emergency response organisation in NATO

Through these mechanisms, DSB receives notifications of international events; assistance requests related to resources, emergency response capacities and personnel; as well as analyses and reports on major international events.

Ukraine response  

When the Russian war of aggression against Ukraine broke out in February 2022, a great need arose for coordination of the massive humanitarian response. The response to this crisis constitutes by far the largest UCPM operation since the mechanism was established in the early 2000s, and the most complex logistics operation ever.  

Norway through the Ministry of Foreign Affairs has chosen the EU's civil preparedness mechanism as a main channel for the delivery of humanitarian aid to Ukraine, including mainly humanitarian assistance and medical evacuation. This choice was partly due to the fact that the mechanism was early in establishing a stable logistics apparatus for the delivery of aid to Ukraine, in cooperation with surrounding neighbouring countries (logistics hubs in Poland, Romania and Slovakia).  

Norway's contributions to the coordinated efforts that the European countries jointly provide to Ukraine through this mechanism are one of the highest priority tasks in DSB and have been since the war broke out in February 2022.
