Gas plants in housing cooperatives

Both the board and the residents of a condominium are responsible for ensuring that the gas system is used legally and safely. Lack of maintenance or improper use can lead to serious accidents.

The board's responsibility

Before a condominium starts using a gas system, the board must report the system to the Directorate for Civil Protection and Emergency Planning (DSB). This is done via Altinn. If there are several housing cooperatives that are going to use the same gas system, the notification can be made by the gas company for practical reasons.

The board shall be able to present

  • documentation from the gas company showing that the gas plant has been designed, built, maintained and controlled in accordance with the regulations
  • documentation that the facility is operated, maintained and controlled in a safe manner
  • Site plan with an overview of the location of tanks, pipes and so on
  • risk analysis at the facility that is updated in the event of any changes
  • contingency plan which also includes accidents involving gas
  • an agreement with an independent inspector, notified body or accredited inspection body, on systematic condition monitoring of the gas plant

Residents' responsibilities

As a resident, you are responsible for ensuring that the system in your apartment is checked and maintained regularly. If gas cylinders are used in the individual apartment, it is important to be aware of the rules for use, maintenance and storage.

The residents are responsible for

  • that maintenance/service and control of the system is carried out inside their own apartment and be able to document this
  • to study the installation and operating instructions before using the equipment and system
  • to be familiar with the condominium's contingency plan
  • to be vigilant against gas leaks and take necessary precautions

Gas that leaks out can make the air explosive. Open flames, smoking or an electric spark can ignite the gas causing it to explode. A gas leak in an apartment can therefore quickly have consequences for residents in the surrounding apartments. Propane gas is added to the odor so that you can quickly detect a leak. You do this if you suspect that gas is leaking.
