Designated inspection bodies for packaging
NET Emballasje- og produkttesting AS is the designated inspection body by DSB to approve and control packaging, including IBC and large packaging.
How to apply to be approved?
In Norway, Chapter 6a of the Regulations of 1 April 2009 No. 384 on the Land Transport of Dangerous Goods, applies to the designation of inspection bodies for equipment that is not covered by the Regulations on Transportable Pressure Equipment.
These provisions entered into force on 1 July 2022 with a transition period of one year, so that previous delegations of DSB's authority to other bodies, ceased on 1 July 2023.
Chapter 6a does not apply to:
- approval, control and testing of packaging, tanks or bulk containers for Class 7 radioactive material
- approval, control or testing of equipment regulated by the Regulations on Transportable Equipment (the Directive 2010/35/EU).
In addition, there are certain other equipment in Part 6 ADR/RID that are outside the scope of Chapter 6a. Examples are aerosol containers, CSC containers and tanks regulated in 6.12.3.2.
For equipment regulated in the Directive 2010/35/EU, inspection bodies are designated for conformity assessment and periodic inspections in accordance with Section 24 of the Regulations on Transportable Pressure Equipment. This will mainly apply to pressure receptacles tanks, battery-vehicles/wagons and multi-element gas containers (MEGCs) used to transport gases.
Notified bodies that can carry out inspection and approval activities on equipment that are within TPED are listed in the NANDO database.
Enterprises that wish to be designated as an inspection body in the areas to which Chapter 6a applies must submit an application to DSB.
Inspection bodies must be accredited. Businesses are accredited for conformity assessment in accordance with relevant international standards. Notified bodies for tanks and bulk containers shall be accredited in accordance with EN ISO/IEC 17020 type A (except section 8.1.3). Inspection bodies for packaging shall either be accredited in accordance with EN ISO/IEC 17020 type A (except in section 8.1.3) or in accordance with EN ISO/IEC 17025.
