Market dialogue

Dialogue with the market is a crucial part of the work on a new emergency communication network. The preliminary project has conducted market dialogues across all major contract areas for the new emergency network and gathered knowledge from comparable projects in other countries.

In the new emergency communication network, the state will procure and manage a solution for mission-critical services for emergency and public safety communication, often referred to as an MCX system.

Furthermore, it is planned that DSB will act as the service provider, delivering MCX services to end users. These services will be based on 3GPP specifications and will include MCPTT, MCVideo, and MCData.

As part of the preliminary project, DSB invited relevant market players to provide input on a potential solution for these services. Input has been received from a range of stakeholders, including MCX system providers, system integrators, software developers, equipment manufacturers, mobile operators, and other service providers.

DSB has reviewed the feedback and maintained ongoing dialogue with various actors throughout the preliminary project.

The RFI documents are published here:

In 2025, DSB will focus on preparing procurements, which includes developing technical requirements based on the experience and knowledge gained during the preliminary project.

Requirements for handheld devices

Operators of critical communication services in the Nordic region have developed common requirements for the design and features of mobile and rugged terminals to be used in next-generation communication systems, including the new emergency network.

Country-specific requirements will be announced through national procurement processes and may vary depending on product maturity and market availability. The document focuses on rugged handheld devices designed for use in demanding environments. Similar requirements for other types of use may be published at a later stage.
