The Norwegian Board of Health Supervision took the initiative with the Ministry of Justice and the Police about a possible joint project for the replacement of the radio systems in the emergency and emergency services |

It was decided that the development would take place in two stages, with an evaluation and a new parliamentary consideration between the construction stages |

| 2007-2011 | Implementation of construction phase 1. This included the police districts of Follo, Romerike, Oslo, Asker and Bærum, Søndre Buskerud and Østfold. The first users started using Nødnett as early as December 2009. By June 2010, all six police districts had started using Nødnett. Fire and health started using the network throughout 2010 and 2011 |

Official opening of Nødnett in the first construction phase (Fredrikstad) |
