What is Nødnett?

Nødnett is one of the cornerstones of Norwegian emergency preparedness—a national digital communication network that ensures secure communication for the police, fire and rescue services, the health and care sector, as well as other actors responsible for emergency preparedness. Nødnett is a secure and robust network with good coverage and uptime, essential requirements for functioning as a communication system for coordination and leadership, both in daily operations and during crises. 

One of Nødnett’s core functionalities is the rapid connection of voice communication within predefined talk groups. Users can communicate across organizational and geographical boundaries, as well as internally within their own organization. 

A shared situational understanding is crucial in handling incidents. Nødnett enables emergency responders to communicate with each other precisely where the person in need is located. In this way, Nødnett plays a vital role in enhancing collaboration. 

The development of Nødnett is one of the largest investments in public safety in Norway’s history and represents a significant improvement in emergency preparedness. 

The Norwegian Directorate for Civil Protection (DSB) manages the state’s ownership of Nødnett's infrastructure and serves as the service provider for Nødnett users. 

Users of Nødnett

The three emergency services—fire and rescue, healthcare, and police—use Nødnett in their daily operations and are considered its core users. Other users include municipalities, county governors, volunteer organizations, the power supply sector, the Armed Forces, the Norwegian Public Roads Administration, the Customs Service, industrial emergency response teams, the Joint Rescue Coordination Centers, and more. 

A key goal in the development and implementation of Nødnett has been its broad utilization. By enabling emergency responders to communicate precisely where assistance is needed, Nødnett facilitates efficient coordination and the establishment of a shared situational understanding. This enhances collaborative efforts across various organizations. 

In total, there are approximately 150,000 Nødnett users across more than 1,000 organizations, with around 70,000 subscriptions in the network.
